
Financial Assistance Available for Low-Income Households
Otay Water District customers may be eligible for financial assistance to pay their water or sewer bills. The Low-Income Household Water Assistance Program (LIHWAP) is a one-time, federally-funded relief program for low-income households who have struggled to make bill payments before and during the COVID-19 pandemic.
The program is now accepting applications for ALL income eligible households. Participants DO NOT need to have a past due bill to be eligible; however, priority will be given to those with past due bills.
The program is administered by the Metropolitan Area Advisory Committee (MAAC).
Eligible households may receive a maximum benefit of up to $15,000 for water or wastewater charges. The amount will vary depending on the past-due balance of the household. Payments are made directly to the Otay Water District.
Eligibility requirements include applicants must have access to email, proof of government photo identification, and debt owed to the Otay Water District from nonpayment (past due balance) or current charges of residential accounts that accrued during any period. The applicant must also reside in MAAC’s service area and be income eligible.
