Public Access to Board and Committee Meetings during COVID-19 Pandemic

California Governor Gavin Newsom issued Executive Order N-29-20 on March 17, 2020, relating to the convening of public meetings in response to the COVID-19 pandemic. Pursuant to the Executive Order, and to protect the public’s health and prevent the disease from spreading locally, in person participation at Board and Committee meetings will not be allowed at this time. Meetings are streamed live until further notice. The public is welcome to view and participate. Information on how to access and participate in a meeting is provided below.

Public Participation

Members of the public may submit their comments on agendized and non-agendized items by either of the following two methods:

1. Submit a Speaker Request Form (form provided below)

If you wish to provide public comment directly – that is, live during the “Public Participation” portion of the meeting – please complete and submit a Request to Speak Form before the start of the meeting. Your request to speak will be acknowledged during the “Public Participation” portion of the meeting when the Board will hear your comment. When called to speak, please state your Name and the City in which you reside. You will be provided three minutes to speak. The Board is not permitted to enter into a dialogue with the speaker during this time.

2. Email your comment to the Board Secretary (BoardSercretary@otaywater.govcreate new email)

If you wish to have your comment read to the Board during the “Public Participation” portion of the meeting, please email your comment to BoardSecretary@otaywater.govcreate new email at least thirty minutes prior to the start of the meeting, and it will be read aloud during the “Public Participation” portion of the meeting. Please provide your Name and the City in which you reside, with your comment. Your comment must not take more than three minutes to read. The Board is not permitted to respond to written public comment during this time.

  • Your request to speak will be acknowledged during the “Public Participation” portion of the meeting.  The information submitted will be used to identify you and allow you to speak during the meeting teleconference.

    When called to speak, please state your Name and the City in which you reside.

    You will be provided 3 minutes to speak.
